The council reviewed the remaining ARPA/OPERA balance and approved allocations to three prioritized items: new finance software (approximately $220,200), an upgrade to the townwide camera/DVR system (about $22,276), and three GlideScope monitor/intubation kits for EMS (about $11,186). The total allocation approved was recorded as $253,733.55, which officials said would leave the town able to obligate the funds within federal deadlines.
Town staff and the solicitor emphasized federal timing constraints: projects had to be obligated by the end of the calendar year and expended within the federally specified period (the town manager noted required obligation by 12/31/2024 and spend-through deadlines into 2025). The solicitor clarified that ARPA monies may be reallocated among previously authorized ARPA projects if costs come in lower, but they cannot be used to create new projects outside the previously authorized set after the deadline.
Council members asked about target completion dates; the manager said the purchases and installations would be completed in 2025 and staff will manage procurement and vendor contracts to meet federal spending rules.
Quote: "We have to allocate these fundings by December 30 first of this year, but they must be fully expended by December 30 first of 2026," a council member noted during discussion. The motion to obligate funds was made, seconded and approved by voice vote.
