Council members read a resolution recounting Downey’s long record of town and statewide service and voted 5–0 to place the resolution in the meeting minutes and forward a copy to his family. After the reading, Downey’s son, Corey, thanked the council and the community for the honor.
Separately, the council voted 5–0 to approve a request to provide $2,000 from the town’s American Rescue Plan Act (ARPA) fund line (budget line shown in the record as 430.51) to support the Burlingame Badgers, a New England youth mountain‑biking team based in Charlestown. Michelle Vincakas, team manager, described the program and said the funding would help expand coaching and competitive opportunities.
In legislative business, the council opened and conducted a public hearing on ordinance 4‑23, which reduces the wastewater management commission from seven members to five and sets a quorum at three. The sponsor said the change addresses persistent vacancies that have prevented the commission from meeting; the ordinance passed by roll call 5–0.
Other procedural motions approved during the meeting included roll‑call acceptance of the consent agenda (5–0), and the council’s votes to order public hearings on multiple beverage and general entertainment license applications for Nov. 12, 2024.
