Charlestown’s Town Council acknowledged receipt Oct. 28 of a commercial and village design standards report prepared by Libra planners and directed the Planning Commission and the Economic Improvement Commission (EIC) to review the work together and return recommendations to the council within six months.
Several council members praised the consultants’ product as a useful starting point but said it needs further refinement and public workshops. EIC member Sherry Jackson submitted written comments noting concerns that her earlier testimony had not been reflected in the draft; councilors asked planning staff to incorporate EIC material into a collaborative review. Councilor Stokes recommended a paced, workshop‑based approach so the guidelines can be tested and refined as applicants use them.
The motion acknowledged receipt of the Libra planners report (dated 09/20/2024), transmitted EIC materials to planning per a council amendment, and set a six‑month return date. Councilors emphasized the report is a beginning rather than a final ordinance change.
