School-construction bond: Finance director Leslie A. McGovern, superintendent Michael Salito and business manager Robin Comation presented a plan to issue a school-construction bond not to exceed $6,400,000, with issuance targeted around mid-June 2025. Budgetary transfers: The council approved recommended budgetary transfers for the fiscal year ending 2024 as presented by the finance director.
ARPA reappropriations and appropriations: The council approved four ARPA-related actions: returning certain appropriated ARPA funds to the uncommitted ARPA pool; appropriating additional ARPA funding for the 800-megahertz radio system (construction and equipment, including radios and snow-removal equipment); appropriating ARPA funds for paving (Stone Barn Road and a portion of Donahue Road); and appropriating remaining ARPA-eligible balances for other eligible purposes. Finance staff explained the reappropriations drew on previously appropriated but unspent balances; members noted a federal deadline for obligating funds in 2026.
Executive session and sealed minutes: The council voted to enter executive session under R.I. Gen. Laws § 42-46-5 to discuss possible purchase/sale of property identified as 0 Stear/Steere Farm Road (assessor's map referenced). After the executive session the council voted to seal the executive-session minutes and stated no executive-session votes would be disclosed to the public record.
