McCormick described a comparison showing the town earned less when a building was rented because large private events often do not use concessions: "When we rent Champlain’s Hall … we made more money when it wasn’t rented," he said, arguing the town loses gate revenue when renters park on-site and bring their own food.
As a result, staff recommended restricting routine weekend rentals of Champlain’s Hall except for special circumstances and revising rental fees. McCormick summarized the proposed fee structure in the discussion: a base rental of $500 for a building with up to 30 people, plus $7 per additional person. The council also reviewed a detailed reconciliation of summer receipts provided by beach manager Judy Lopez.
Council members discussed enforcement and how to distinguish private renters from general visitors at the gate; staff said current gate procedures and lists would be used to track event attendees. Following discussion, the council approved the fee changes as presented and approved the revised parks budget, including the $25,000 transfer from fund number 0540-558350 for Brown House fit-out renovations.
