Burrillville school leaders and RISE Energy outlined a proposal to install roof‑mounted solar panels at Burrillville Middle School that, if built as proposed, could provide the building’s electricity and sharply reduce the district’s annual energy costs.
Dr. Michael Salito, Burrillville School Superintendent, told the Town Council the current middle‑school electricity bill is roughly $90,000 per year and that the project, once operational, could eliminate that cost. The presentation included a preliminary gross cost estimate of about $1,200,000 and projected incentives — including a cited 30% tax credit worth roughly $367,000 and a $75,000 state rebate — that RISE Energy said would bring the net payment to approximately $414,000.
Councilors pressed on several technical and fiscal points. Multiple members asked about roof age and structural capacity; the building was described in the meeting as around 35 years old. RISE representatives said initial proposals were PV‑only but that battery storage could be considered; they also said a site evaluation including electrical and structural engineering would precede any interconnection application with Rhode Island Energy. An engineering speaker warned that panels can change snow accumulation and wind dynamics on flat roofs and flagged possible insurance premium impacts.
On lifecycle and disposal, RISE said panels typically are warranted for about 25 years at roughly 80% production and noted past projects where decommissioned panels were repurposed or recycled under decommissioning agreements.
Other issues the council asked RISE and school officials to address before advancing included: firm interconnection capacity and study with Rhode Island Energy, a structural assessment and cost estimate for roof reinforcement (if required), a clearer accounting of incentives and contingency risk, and options for ground‑mounted or carport installations if roof constraints make rooftop mounting impractical.
The council applauded the creative approach and asked the superintendent and RISE to return with more detailed engineering and financing information and to coordinate the next steps with the school committee.
No vote was taken on the project at the meeting; council members requested follow‑up analysis and a coordinated presentation to the school committee and finance staff.
