Belvedere council certifies election, swears in three new members and elects Jane Cooper mayor

Belvedere’s City Council on Dec. 9 adopted a resolution certifying the consolidated results of the Nov. 5, 2024 general municipal election and immediately administered the oath of office to newly elected members.
City staff presented Resolution 2024‑39, which cites the Marin County Elections Department’s certification of the consolidated election results. After a brief public-none comment period, the council voted to adopt the resolution as presented.
Following the certification the city clerk administered the oath to Sally Wilkinson, Pat Carapiette and Kevin Burke. During the swearing-in process each new council member repeated the standard oath to support the U.S. and California constitutions and to faithfully discharge their duties.
The council then reorganized. Councilmember (and newly sworn) Jane Cooper was nominated and elected mayor for 2025; Cooper thanked her colleagues and said she is “committed to preserving what makes our city so special and to working collaboratively with the entire community.” Sally Wilkinson was elected vice mayor.
Councilmembers also used the reorganization to confirm assignments to standing city and regional bodies. New and continuing members accepted duties on local committees (Historic Preservation, Traffic & Circulation, Joint Recreation, Library Agency) and on regional boards (Marin Clean Energy, Richardson Bay Regional Agency, Transportation Authority of Marin and others). Kevin Burke agreed to serve on several regional committees as a voting member or alternate.
The certification vote and the reorganizational motions were taken as recorded on the Dec. 9 agenda; all procedural steps reported in the staff materials and the oath proceedings were completed during the meeting.
The council will now operate under the 2025 leadership team and the committee assignments made at the reorganization meeting. Any changes to these appointments will be taken up at a future council meeting.
