Personnel: The council unanimously approved a motion to appoint Lori(a) Chirico of Hope, R.I., as senior accountant/financial analyst at an annual salary of $62,500, effective about Sept. 16. The appointment includes three weeks' paid vacation and a waiver of the six-month waiting period for vacation use; the motion noted that any negative balance would be deducted from final pay if the employee leaves before accruing time.
Legal retainer: The council also authorized the council president to sign a retainer agreement for a law firm representing multiple cities and towns challenging state law that automatically extends union contracts (sometimes called 'evergreen' clauses). Staff estimated Glocester's share of the retainer at $2,357.20 (about 2.3% of the pooled population-based fee) and recommended participation.
Finance and consent: The council approved additions ($12,258.74) and abatements ($3,270.09) to the tax roll and accepted the finance director's July 2024 report after tabling approval of two sets of prior minutes. Several previously tabled ratification items from an emergency meeting were removed from the table following clerk confirmation that the secretary of state removed the referendum question from the ballot.
What happens next: New personnel will begin in mid-September; the town will join the multi-municipality retainer and await counsel's further instructions; finance staff will continue routine reporting.
