Foster council approves liquor-license fee schedule and renewals, sets license caps for 2024–25 term

The council voted to adopt those fees by voice vote.
The council also voted to grant renewal licenses "pending receipt of certificate of good standing from the Rhode Island division of taxation to the town clerk with the approval from the police chief, tax collector, building inspector, fire chief, and the Rhode Island Department of Health and certificate of server training program," as read by the mover. Businesses named for renewal included Healy's Liquor Inc. (d/b/a Healy Liquor Store), The Watering Hole LLC (d/b/a The Watering Hole), Lucky's Pizza, Foster Country Club Inc. (d/b/a Foster Country Club), Helen's Place Inc., Woodland Meeting House LLC (d/b/a Woodland Meeting House), Shady Acres Fry Shack LLC (d/b/a Shady Acres) and Little Roadie (Vassa Park Inc.).
The council set the number of licenses for the term running Dec. 2, 2024, through Dec. 1, 2025, as: Class A package store — 2; Class B victualers — 5; Class D unlimited — 1. The town clerk was directed not to accept additional applications without council approval. Council members clarified that transfers of licenses between persons or to another location require a specific council determination.
The mover also secured approval to allow holders (except Class A package stores) to host dances at their licensed venues and to renew entertainment and game/amusement-device licenses for named businesses, all subject to the same agency approvals.
The motions were routinely seconded and adopted by voice votes. The motions and approvals were recorded in meeting minutes as motions made by an unidentified council member and seconded by another; formal roll-call tallies were not recorded in the transcript beyond multiple audible "Aye" responses.
