The Glocester Town Council on a recent meeting presented a departmental commendation to Officer Patrick Kramer for applying a life‑saving tourniquet to a woman who was bleeding heavily in a motel room. The Police Chief said the incident, on Aug. 12 at about 11:40 p.m., involved multiple calls for a disturbance at a motel on Button Flight and that officers found a woman with “blood pooling on the bathroom floor” and deep lacerations to her arm.

“The victim was losing consciousness,” the Police Chief said, and he described Kramer’s response as calm and effective: Kramer “immediately applied the tourniquet … which significantly stopped the bleed” until rescue personnel arrived. The chief presented Kramer with a paper commendation and a wearable award and praised his dedication and professionalism.

Council members thanked Kramer and his family for his service. The council noted the presence of a 3‑year‑old child in the room during the incident and commended the dispatcher, Taylor Malone, for quickly getting rescue services to the scene. The chief said the department has emphasized bleeding control training in recent years and credited that training with improved outcomes.

Kramer received public thanks from the council, which recorded the commendation as part of its meeting minutes. No formal action beyond the recognition was required.
