Coventry planning staff and surveyors presented a use-variance request for Byron and Chris Carlson to convert a rear pre-existing structure at assessor’s plat 48 (248–250 Pulaski Street) from a prior office use into an accessory dwelling unit (ADU). Julie Raimondi of Scituate Surveys and others explained the lot contains two pre-existing structures and that the rear building had previously been used as an office; converting it to residential use in an Industrial-2 zone triggers the need for a use variance.
Staff explained the legal distinction that a use variance carries a higher standard of review than a dimensional variance because it expands residential use in an industrial district, but staff said the request was reasonable given the surrounding pattern of residences and recommended approval with appropriate findings. The board heard from the applicant’s representatives and the builder and discussed location and proximity to nearby chemical company properties.
The board voted to approve the use variance with the staff report referenced and to waive ratification as a procedural matter. Members recorded approving votes and instructed staff to incorporate findings and conditions as part of the decision record.
