Glocester council reallocates ARPA balances, tables $24,000 police vehicle obligation

Councilors approved obligating funds for a set of previously listed projects including pickleball ($500), a virtual meeting retrofit ($8,834), mobile radio upgrades ($2,949), a hazard mitigation plan ($7,500) and a municipal resilience match ($14,991). The council also voted to obligate unobligated ARPA funds to cover overruns for specific projects listed by the finance director: San Susi appraisal ($3,035), Pigeon Property ($64,807), and the recreation master plan ($465).
Earlier in the discussion, councilors debated obligating an additional $24,000 for Project 53 (a first-line police vehicle). After noting timing and procurement questions, the council voted to table that obligation to a future meeting to allow for further vetting and to ensure proper budget alignment.
Finance Director Elizabeth A. Beltran’s memo to the council was cited during the discussion; councilors emphasized the need to track line items to avoid exceeding budget allocations for consultant and contract work.
These actions move ARPA funds among town projects to close out small balances and address overruns while deferring a larger police vehicle obligation until the next meeting.
