Council obligates $20,000 in ARPA funds to police security fence and dispatch renovations

The Glocester Town Council voted Oct. 17 to obligate $20,000 in ARPA funds for a security fence and dispatch‑center renovations at the police property after the police chief described the project needs and timeline.
The police chief said the overall fence contract is $68,000 and asked the council to draw $12,000 from the tower fund and reassign $20,000 from ARPA Project 8 so the fence work can be completed as the department also completes an interior dispatch renovation tied to COPS grant work. "The total project is $68,000. I'm trying to draw $12,000 from the tower fund… and I'm asking for $20,000 which we would come out of that 20," the chief said, explaining that dispatch equipment installations must be finished by year‑end.
Council members discussed whether DPW could perform some grading work to reduce costs and asked that any reallocation be logged and returned to the agenda as necessary. A motion to obligate $20,000 from ARPA Project 8 to a new project for a security fence and dispatch renovations passed by voice vote. Council also previously approved an additional $24,000 obligation from ARPA Project 53 for the purchase of a first‑line police vehicle earlier in the meeting.
The chief said any ARPA funds not used would be re‑obligated back to the original project later; the council asked staff to return with updates on capital planning for the larger tower project.
