Glocester council obligates ARPA money for appraisal work, tables police vehicle funding

The Glocester Town Council on Sept. 19 approved multiple uses of federal American Rescue Plan Act funds and ratified routine contracts and grants.
Councilors received an ARPA status update from staff, who said all funds must be obligated by the end of 2024 and spent by 2026 once assigned. The council moved and approved a motion to remove from the table an earlier item tied to Project 14 (dam repairs) and to obligate $50,000 toward that project.
Council then approved an obligation of $25,700 to Project 31, described as the San Susi appraisal project. A separate motion to obligate $24,000 toward purchase of a first‑line police vehicle was tabled to the Oct. 4 meeting at the mover’s request.
In related business the council ratified a one‑year CodeRED notification contract and approved a propane supply agreement with Quality Propane for the town’s needs. The propane contract was recorded at a price shown in the meeting materials as $0.2406 per gallon for the term 09/30/2024–09/30/2025, with an option to extend.
All motions on ARPA obligations and the listed contracts were adopted by voice vote. The council’s finance staff said they would continue to review ARPA line items on future agendas to ensure timely obligation and proper categorization.
