Council approves donated infield renovations at Leisure Field with insurance and DPW conditions

The Glocester Town Council voted Oct. 17 to allow donated renovations to the infield at Leisure Field, contingent on solicitor approval, proof of insurance naming the town as an additional insured, and coordination with the Department of Public Works.
Paul McKinney, speaking for the Glocester Little League, said the infield floods for days after rain because the current top layer is clay and the grade is poor. "When it rains, the infield floods for days because of poor quality infield mix and grading of the field," McKinney said, describing an offer from a local contractor to remove the top layer, regrade the infield, and replace the clay with a sandier mix to improve drainage. McKinney said the contractor offered services and materials and that additional fill was offered as a donation.
Council members asked that the contractor provide a certificate of insurance naming the town as an additional insured and that the town solicitor review the certificate and project scope. A council member confirmed the certificate submitted listed the town as an additional insured and showed $2,000,000 aggregate coverage; council members and DPW staff discussed the need to coordinate access, sprinkler heads and site logistics.
A motion to approve the donated work, conditional on solicitor satisfaction with the insurance coverage and communication with the DPW director, passed by voice vote.
The council did not commit town funds for the work; council members and Little League representatives said the DPW would assist with coordination as needed.
