Glocester Council approves small grants, fund transfer and extends road-sand bid; several appointments tabled

At its Dec. 19 meeting the Glocester Town Council approved a $9,450 EMPG award for emergency management, authorized a $20,000 internal fund transfer, extended a road-sand IFB with Barnes Concrete through Dec. 31, 2025, and tabled multiple personnel appointments to Jan. 16, 2025.
The Glocester Town Council on Dec. 19 approved several routine actions including acceptance of a FY2024 Emergency Management Performance Grant and an internal fund transfer, extended an existing bid for road sand, and deferred multiple appointments until the Jan. 16 meeting.
The council voted to accept an EMPG award of $9,450 "for salaried EMA operations" for the Glocester emergency management program and authorized the council president to sign the related assurances and lobbying form. The grant and its required forms were presented to the council and approved by voice vote.
The council also approved a finance director request to transfer $20,000 from the assigned technology fund to the unassigned general fund for inclusion in the comprehensive financial statements for the year ending June 30, 2024. The finance memo identifying Elizabeth A. Beltram as finance director accompanied the request.
On procurement, the council approved an extension of IFB 2024-04 (road sand) after DPW Director Gary Trammell told the council that Barnes Concrete agreed to extend pricing and terms through Dec. 31, 2025. The motion specified the existing prices noted by the town: $21.10 per ton delivered and $16.10 per ton picked up.
Several appointments were tabled. The council voted to table the appointment to Zoning Board alternate #2 and to take the parade committee alternate #2 appointment to the Jan. 16, 2025 meeting. A recommendation for the DPW building and facilities supervisor had not been received and that appointment was also tabled to Jan. 16, 2025.
Finally, the council authorized the town council president to sign an Attorney General certificate of compliance relating to public records training for 2024–2025 personnel.
The council then voted to convene an executive session under the statute cited in the meeting (transcript reference: IGL 42-46-5 a 1) to discuss personnel matters; roll call in the excerpt recorded "Aye" votes for Counselor Greenhouse and Counselor Steer. The council adjourned the public portion to enter that executive session.
