Council approves audio upgrade, license transfer, AFRO fund commitments and routine items

AFRO/ARPA fund commitments: The council voted to commit remaining local ARPA/AFRO funds prior to Dec. 31, 2024, allocating money to a set of projects and entities. The chair listed allocations as: solar project $85,000; Allison Rang, town planner, $40,800 (transcript cited as "40 1 thousand 8 hundred dollars"); Harbor Commission safety boat $10,000; Wilderness Center $30,000; Community Center $15,000; Wilbur Advanced School $10,000; Housing Trust $50,000; All Informed Food Bank $15,000. The motion to commit funds and to authorize the town administration and solicitor to execute intergovernmental agreements carried by voice vote.
Bond refunding procedures: Council adopted post-issuance compliance procedures connected with tax-exempt financing for refunding a school bond and directed staff to obtain the final savings figures for the next meeting.
Other actions: The council approved reimbursement up to $900 for a senior holiday party upon receipt of invoices, elected Victoria Talbot as council vice president, set interviews for three candidates to fill a Housing Trust vacancy, accepted the department head report of the tax assessor, approved the consent agenda and payment of bills, and adjourned the meeting.
