The Planning Commission on Sept. 25 certified two applications under the State of Rhode Island Community Development Block Grant program and recommended the town manager file them with the Town Council. Commission members approved a roadway repaving application and a housing rehabilitation application following staff presentations.
Staff and Jerry Manning, the commission’s CDBG project manager, described the roadway project as the town’s primary CDBG submission this year, with a post‑budget total of $520,741.73 after cost increases and a substitution of Anderson Avenue for Eisenhower Street. The commission voted to certify that the Quidneck Road improvements are consistent with the town’s comprehensive plan and to recommend the council authorize filing the application.
The commission then certified a second application to use roughly $850,000 of CDBG funds for rehabilitation work on the kitchens at the Natyony/Naughty Oak Village housing development, an effort described by the applicant as repairs to about 75 kitchens. A motion to certify consistency with the town plan and recommend filing passed by voice vote.
There was no public testimony from Zoom participants during the CDBG public‑comment period. Commission members asked staff clarifying questions about the substitution of streets and the need to separate motions for certification and for the recommendation to file; staff confirmed those procedural steps. Both measures were approved without recorded opposition.
The next step is for the Town Council to consider the commission’s recommendation and, if it concurs, for the town manager to formally submit the grant applications and associated materials for State review.
