Staff proposed conditions to regulate circulation (e.g., signage and potential restricted left turns during peak hours), staged exterior improvements and a required outdoor play area of at least 400 square feet. The site would convert some parking area to a fenced outdoor playground and provide soft‑surface play areas.
Operator Latoya Blair (Dream Steam Academy) told the commission she currently operates a preschool in St. Ann and planned to license the new facility for up to 80 children but not to operate at maximum enrollment immediately. Blair said parents would park, walk children inside, and sign them in and out; she proposed staggering drop‑off and pick‑up windows and operating hours of 6 a.m. to 6 p.m. Blair said staffing plans would provide roughly six staff on site; staff confirmed 21 parking stalls are available on site and that parking requirements are tied to the number of instructors rather than purely to square footage.
Commissioners and staff discussed cross‑access easements to adjacent parcels, emergency vehicle access limitations and the potential interaction with the city’s cannabis setback rules (1,000 feet to certain uses). Staff noted the special‑permit process allows the city to impose conditions and to revoke the permit if on‑site circulation causes public safety problems. A motion to forward a recommendation to City Council to consider the ordinance authorizing the special permit, subject to conditions listed in the Aug. 1 staff report, was made, seconded and passed unanimously. The item is scheduled to be presented to City Council for first reading and later public hearing.
