Olivette council approves attorney appointment, grant endorsement, brewery license and routine items

Resolution 2024-252: The council unanimously approved a resolution endorsing St. Louis County’s grant program to reimburse the city’s costs for an electronics recycling and shredding event planned for Oct. 21; staff said the grant would cover contractor and staff expenses if awarded.
Resolution 2024-253: Council voted to appoint Stephanie Carr as the city attorney and authorized an agreement for legal services with the firm Curtis, Heinz, Garrett & O'Keefe, PC, effective Sept. 1. The mayor acknowledged outgoing city attorney Paul Martin’s retirement.
Liquor license: The council authorized a liquor license for Great Heart Brewery at 9510–9514 Olive Boulevard after petitioner John Valentine (online) described construction progress, incoming brewing equipment and brewing plans emphasizing lagers; staff reported due diligence was complete.
Youth soccer uniforms: Parks staff obtained council approval to purchase 2024 youth soccer uniforms after an RFP. The order covers about 803 uniforms for roughly 695 players (plus extras) at a not‑to‑exceed cost of $15,000.
Other routine approvals: The council approved meeting minutes from July 23, 2024 and an item to cancel the municipal court session due to staffing transitions. The council also voted to enter executive session under the stated authority (transcript reference "16,021.1") to discuss attorney‑client communications and pending legal actions; after executive session the mayor announced the council had voted to approve a settlement related to construction closeout issues (final settlement to be published once executed).
The votes on these items were recorded as unanimous among members present (one council member absent).
