The Planning and Community Design Commission approved a minor site‑plan amendment for the Olivette townhome development on Dealman Road to delete a non‑required northern screen wall from the approved plans.
Staff explained the northern screen wall note on the final plan was not a code requirement and that, given the developer’s Versaloc retaining wall and the existing Castlegate Villas fence, a screen wall in the lower location would create an undesirable ‘wall‑on‑wall’ condition and significantly shade neighboring yards. Developer Doug Cohen said the screen wall had been added by his design team in error and that he had discussed alternatives with the adjacent homeowners; he proposed planting evergreen shrubs instead, maintained by the future HOA, to provide screening over time. Clark Hickman, representing the Castlegate Villas HOA, told the commission the HOA unanimously supported removing the screen wall and favored landscaped plantings.
A motion to approve the minor site plan amendment as presented in the Aug. 1 staff memorandum, subject to staff conditions, passed unanimously 5–0.
