Olivette approves Llewellyn stream stabilization contract after staff presentation

After a presentation on a targeted stream stabilization project, the Olivette City Council authorized a construction contract for work along the Llewellyn corridor.
City staff member Mr. McGregor described a stormwater study and recommended an attainable project focused from Dolores west for roughly the first 4.5 parcels to address erosion that was threatening patios, driveways and yards. The project includes realigning the channel, changing the bed profile to slow flows, installing two weirs to reduce velocity during routine storms and bank stabilization using appropriate plantings and materials. Mr. McGregor said staff obtained temporary construction easements and permanent drainage easements from most properties; one owner remains to be reached and a translator may be required.
Mr. McGregor told the council the low bidder is a contractor specializing in landscaping, bioretention and stream stabilization who has worked on MSD and Great Rivers Greenway projects. He said, “We did come in under budget,” and that staff had requested approximately $220,000 in OMCI/MSD reserved funds for the project; contingency capital-improvement funds were available if needed.
Council moved to authorize the city manager to enter into an agreement, not to exceed the amount indicated in the recommendation, with 2 Alpha Contracting LLC to complete construction per plans and specifications prepared by EDM Incorporated. The motion passed on a unanimous vote.
Staff said the work will require coordination with impacted property owners and that unknown conditions may surface once excavation begins. Questions about related water and pavement work on Cimarron Court were fielded later in the meeting; Mr. McGregor described negotiational and administrative steps with Missouri American for trench restoration and said staff hopes to complete related pavement work before winter when feasible.
The council did not receive public opposition during the approval; a resident later praised staff responsiveness and asked about possible future work upstream, which staff said would be considered based on funding and risk.
