Jack Carswell summarized staff concerns about driveway slope (exceeding an 8% approach threshold near the street apron), tree identification and the proposed front‑yard stormwater detention pit. Carswell said staff had asked for and received clarifying information about how stormwater would be handled and how the proposed NDS flow‑well would be located.
During discussion the petitioner, who identified himself as "Bridal Weber" for the 9706 Mansfield project, described the house as a "story‑and‑a‑half" plan with a main‑level master and said he believed engineers could adjust the apron to reduce the slope. "I don't think we have a problem adjusting the apron," the petitioner said, adding he would coordinate with staff and the engineer.
Commissioners and staff discussed tree preservation, retaining walls necessary because of steep rear grade, and alignment of arborist identifications on the site plan. Staff emphasized preserving several trees (T1, T2, T6, T8 where feasible) and said if removal is necessary the commission should require a landscape mitigation plan.
Commissioner Sam Wallach moved to authorize approval of community design and concept stormwater management review for 9706 Mansfield Drive as presented in the Department memorandum dated Sept. 5, 2024; the motion was seconded and passed unanimously, 6–0.
Staff noted the approval is conceptual: final site‑grading, the driveway apron details and any required landscape or replacement plans will be reviewed with the building and community design submissions that follow.
