Olivette Park Commission backs citywide damage deposits for pavilion rentals

Staff showed photographs and described events in which vendors used open-air deep-fat fryers, propane tanks and left damaged electrical covers; one Friday rental left confetti and overflowing trash that required more than two hours of staff cleanup.
"What we'd like to do is start charging a damage deposit for every single rental," staff said, arguing the deposit provides financial recourse and a behavioral deterrent. Staff recommended a $150 deposit for Stacy Park, given its larger capacity and history of higher-impact events, and $100 for Villa and Irv's Side; Indian Meadows remains closed for reservations pending a council decision because of neighbor concerns.
Commissioners asked procedural and equity questions—how refunds are processed, whether special-event permits should carry higher deposits, and whether deposits would be codified into the municipal code or placed in an annually adjustable fee schedule. Staff said payments and refunds follow the method of payment (credit card refunds to the card; checks refunded by check) and that certificates of insurance from vendors under special-event permits provide an additional layer of liability protection.
Bill Hanson moved that the commission recommend approval of the staff proposal to require damage deposits for all pavilion rentals; the motion was seconded and passed on a voice vote with all present in favor. The recommendation will be forwarded to the City Council for formal action and detailed ordinance or fee-schedule language.
