Economic development updates dominated the middle portion of the Oct. 28 meeting as staff outlined construction and tenant status across multiple projects in and near Olive Boulevard.
Staff said Olive Crossing is progressing and that Aldi is moving forward on its lot; planned retail outlots include Smoothie King and Paris Baguette but construction on those outlots had not yet started. Irvington Place apartments have broken ground north of Price and behind the CVS, and recent council approvals cleared subdivisions and site work for multiple townhouse buildings.
Local small-business openings were highlighted: Great Heart Brewing plans to open in the Plant Haven center in late December or early January and has brewing equipment and a liquor license in place, while a new tenant called Domo is preparing a customized ice‑cream/drinks concept in an Easy Storage building. Staff also reported that a division of Emerson (Fisher/Rosemount) plans to bring about 250 employees to a former Enterprise building, which staff said should increase daytime population and support retail demand.
Commissioners discussed regional competition and financing constraints—banks' post‑pandemic lending practices and the difference in pace between big-box retail and mixed‑use developments were cited as reasons some nearby projects have moved faster than others.
Staff said they will continue to coordinate outreach to prospective tenants and report back on retail progress at the next meeting.
