Olivette council approves subdivision and multiple equipment purchases; funds ambulance, tasers and IT server

The Olivette City Council unanimously approved a slate of routine but costly measures at its Nov. 12 meeting, including a final plat for a two‑lot subdivision at 9504 Old Bottom Road and several capital purchases for city operations and public safety.

Carlos Trejo, the city’s director of planning and community development, described Bill 3,035 as "a 2‑lot split" for the property at 9504 Old Bottom Road and said the Planning & Community Design Commission had required an expanded right‑of‑way, a fully ADA‑compliant sidewalk and an arborist report. The council voted to adopt the final subdivision plat; the clerk announced that Bill 3,035 becomes Ordinance 2805.

In a string of unanimous votes, council members authorized procurement and contract actions including: a replacement administrative server (agreement with Certified Nets, not to exceed $14,000); eight police tasers, associated battery packs and training/duty cartridges (budgeted in FY25, not to exceed $18,500); a new ambulance from American Emergency Vehicles (AEV) with a total cost not to exceed $325,000 (the city intends to trade in its current ambulance for $35,000); four sets of structural firefighting gear through Sentinel Emergency Solutions (not to exceed $17,587.85); and a 2025 Chevrolet Tahoe command vehicle with upfitting (not to exceed $70,000).

Fire Chief Steve Carmen told the council the ambulance build will take "approximately 2 and a half to 3 years" and that the department has budgeted the purchase in the CIP. He said the department selected AEV after a committee reviewed five bids and considered interior configuration and operational fit.

Police Chief Andreski said the department’s existing tasers "will have exceeded their warranties" this December and presented a vendor quote that includes a 5% discount if purchased before the end of the year.

Finance presenter Dan Mann reported October financials showing revenues slightly below prior projections but the city’s reserves remain above policy targets. Mann summarized that sales taxes are stabilizing and property tax receipts later in the season should help year‑end results.

All motions were approved by unanimous roll call. The council did not amend any of the proposals during discussion and directed staff to proceed with contract finalization and procurement steps for the approved items. The council also accepted the Oct. 22, 2024 meeting minutes and adjourned at 8:21 p.m.
