Olive tte Planning Commission approves raised deck at 2 Carter Court subject to permit conditions

The City of Olive tte Planning & Community Design Commission on Nov. 21 unanimously approved a site plan and community design review for a 223.8-square-foot attached deck at 2 Carter Court that exceeded the administrative 4-foot height threshold.

Jack Carswell, the planning and zoning administrator, told the commission the deck was built adjacent to a 2022 addition and triggers commission review because its elevation exceeds what staff may approve administratively. Carswell said staff found no setback issues and noted the home already has two rain barrels and, because of the deck’s size, concept stormwater management review applies though no best-management practices were required for the project as proposed.

Commissioners pressed staff on outstanding permit work tied to the 2022 addition. Carswell said the applicant must finalize the earlier permits before submitting a building permit for the deck and recommended conditions to close those open items.

Commissioner Laura Ragsdale moved to approve the petition for site plan and community design review as recommended in the Department of Planning and Community Development’s memorandum dated Nov. 21, 2024, “subject to any staff conditions noted therein.” The motion was seconded by Commissioner Sam Wallach and passed 5–0.

After voting, staff said the building-permit application had been submitted and the item will proceed through the permit queue once the outstanding permit status for the earlier addition is resolved. The commission’s approval carries the staff conditions noted in the memorandum, including finalization of prior permits and coordination on stormwater details.

The commission moved to its next agenda item after the vote; no public comments were recorded on the deck application.
