Bahia Pipeline permit and road-use agreement tabled after county raises depth and road-damage concerns

The Liberty County Commissioners Court reviewed a permit application and a proposed road-use agreement from Bahia Pipeline LLC for a 30-inch buried carbon-steel natural gas liquids pipeline that would cross multiple precinct roads.
Enterprise Products representative Jeff Aldo attended to present plan and profile sheets showing a proposed minimum 5-foot depth of cover measured from the lowest part of the bar ditch. Commissioners raised concerns about the adequacy of cover, road crossings, drainage and the ability to maintain road grades and requested county engineering (LJ Engineering) and Commissioner Whitmire’s input before a final decision.
Relatedly, the county attorney and staff introduced a road-use agreement that included a prepaid damages amount of $500,000 for use of county roads. After discussion, commissioners moved to table both the permit application and the road-use agreement to allow for site review, additional engineering analysis and attendance by absent commissioners.
The court directed staff to arrange follow-up meetings between pipeline representatives and county engineering and to bring back the items for further consideration.
