TxDOT outlines temporary repairs and long-term realignment for collapsed FM 787 approach

TxDOT's Beaumont District told the Liberty County court the FM 787 approach slab collapse was caused by May flooding; the agency plans temporary repairs using additional spans and precast/high-early-strength concrete to reopen the road in about four months (weather permitting) and is conducting a geomorphology study to design a permanent realignment with a projected let date in 2028 and opening around 2030–2031.
TxDOT Beaumont District staff briefed the Liberty County Commissioners Court on emergency and longer-term plans for the damaged FM 787 approach over the Trinity River.
Martin (TxDOT Beaumont District) said flooding in May washed out the approach embankment, causing the approach slab to fail. He said TxDOT canceled a separate contract so crews could do one combined contract to address damage on both east and west approaches. "Everything that we do in this location is temporary," Martin said, adding the agency is pursuing a permanent realignment concurrently with emergency repairs.
TxDOT described the emergency procurement process for maintenance contracts (seeking four specialist contractors rather than a low-bid process) and said design adjustments are needed, including additional superelevation and a couple of added spans on the east side. The district estimates it will issue the contract to selected contractors the following week, and, "weather permitting," anticipates approximately four months for completion of the temporary repair after award.
For a permanent solution, the district is commissioning a geomorphology and hydrology study (including drone flights) to identify the best realignment location, targeting completion of the study by October and a potential project let date in 2028 with an opening around 2030–2031 if funding and schedules align. TxDOT said it is working with FHWA on potential funding.
TxDOT will host a town hall for residents Thursday at 7 p.m. at the local Baptist church to present plans and gather local input.
