The Liberty County Commissioners Court approved a road-use agreement with Beheya Pipeline LLC on Aug. 20, 2024, under which the company will prepay $750,000 for anticipated road damages across multiple precincts.
The approval came after the court—s executive session and a subsequent public vote. The presiding officer put the agreement before the court, and the motion carried by voice vote. County staff said they will calculate a pro rata distribution of the $750,000 among precincts and forward lists of affected roads so repair cost estimates can be prepared.
An essentially identical second agreement for a different LLC and a $500,000 prepaid amount was raised separately but the court took no action on that item. The Beheya agreement therefore stands as the county—s approved road-use arrangement from this meeting.
The court did not record a roll-call tally in the public transcript; minutes record only that the motion carried by voice vote. Court staff will follow up with a road inventory and estimated repair-cost calculations to apply the pro rata methodology described at the meeting.
