Commissioners approve public improvement district for Sterling Traditions development

The Liberty County Commissioners Court voted Nov. 12 to approve a development agreement to create a Public Improvement District (PID) for the proposed Sterling Traditions subdivision.
Attorney staff said the agreement sets the framework for construction standards and future assessments related to public improvements. Vincent, a Sterling Traditions representative, told the court the plan includes ‘‘curb and gutter street[s] of ... traditional quality like you might see ... from the West Side of Houston’’ and a beautification package that may fund parks and other amenities.
The development team also described plans to provide support for emergency services, including offering a contribution to officers once the community reaches approximately 1,000 residents and working with the local Emergency Service District on access points. LJA Engineering, the developer’s engineering firm, provided technical reviews and a recommendation that the court find the development agreement consistent with county standards.
County staff emphasized that the action taken is for the development agreement to create the PID; future documents will be required to set assessments, collection methods and specific service funding. The court moved and passed the resolution to approve the PID development agreement by voice vote.
The developers and county staff said they will return with subsequent documentation relating to assessment methodology and fee collection as the project proceeds.
