Liberty County approves Hardin sewer contract, ARPA transfers and multiple procurement items

The Liberty County Commissioners Court on Nov. 26 approved execution of a contract for the Hardin Sanitary Sewer Rehabilitation project and authorized several ARPA fund transfers and procurement actions during a regular meeting that began at about 9:05 a.m.
Melinda, a county project manager, told the court that the Hardin contract award to King Solutions LLC had been recommended on a previous agenda and asked the court to permit execution. She described the award as “in the amount of 1,422,767 with the contingency budget of 339,735,” and staff noted the court approved execution contingent on legal review.
The court also approved transfers of unused ARPA money to purchase law‑enforcement vehicles, including $293,151 moved from a supply‑building account and $284,785 from a planning/project delivery allocation. The presiding officer emphasized the need to spend ARPA funds before the Dec. 31 deadline, noting that unattributed ARPA allocations “just go away” if not designated.
Other procurement votes included a McDowell Construction bid for $8,600 to create an additional window and workstation in the Cleveland tax office; the court approved the project contingent on locating funds. The court approved purchase of two sheriff’s vehicles for $77,658.40 through BuyBoard contracts and accepted a payment application No. 3 to White Construction for $284,509.67 for the Northwest Annex project.
The court approved payment of several LJA Engineering invoices connected to the Whole Freshwater well project, noting the invoices were charged to the county’s ARPA portion. It also approved a contract with DRC Emergency Services LLC as a primary vendor for disaster debris removal and approved Thomson Reuters online legal services for the 250th District Court.
Finally, after returning from executive session the court authorized the county attorney to execute a negotiated settlement in the mass opioid litigation that includes payments to a regional abatement fund and direct payments to Liberty County. On the county attorney’s recommendation, the court took no action on removing a gate across County Road 614 in Precinct 4.
The court’s votes were routine and largely passed by voice vote after standard motions and seconds; several items were approved conditional on finding or receiving specified funds or on legal review. The court adjourned about 10:36 a.m.
