Liberty County commissioners approve routine consent agenda, awards and budget moves; multiple items pass by voice vote

The Liberty County Commissioners Court on Nov. 12 approved a slate of routine and budgetary items, including personnel payoffs, contract awards and small transfers of funds, mostly by voice vote.
During the consent agenda the court approved three unused-compensation payoffs for jail employees (Gail Laird, $1,954.14; Andrea Tiscareno, $2,117.56; Courtney Villa, $602.88) after a staff request. Commissioners then approved the regular agenda’s scheduling revision for 2025, moving November meetings to the third and fourth Tuesdays and December meetings to the second and third Tuesdays to avoid holidays.
The court authorized a $3,362.22 transfer of obligated ARPA funds from the courtroom-technology project to the Northwest Annex project to cover additional costs. It also approved a $1,200 payment to Tyler Technologies to add special‑district filing notices to the county’s Eagle recording system, providing a searchable database for MUDs, PIDs and other special districts.
Other approvals included: a $43,877.42 payment to Vertosoft for permitting software (second year of a five‑year contract, contract DIR‑TSO‑2‑4227); a recommendation-of‑award to King Solution Services LLC for the City of Hardin sanitary‑sewer rehabilitation project; an RFP award naming DRC as primary disaster‑debris removal contractor with Crowder Gulf as an alternate; a fuel contract extension with Synergy Petroleum LLC through Nov. 25, 2025; a $5,007.39 invoice payment for construction‑materials testing; and recurring budgeted donations (two $6,250 donations from the child crime/family violence fund to Casa and Bridgehaven, and a $15,000 annual donation to Montgomery County Crime Stoppers).
Several items were described by staff as routine or ‘‘self‑explanatory’’ and were approved with minimal discussion. Votes were taken by voice; the record shows ayes voiced and motions carried but does not include a roll‑call tally for each item.
The court recessed for executive session later in the meeting and returned to complete additional agenda business.
The court adjourned after concluding the remaining regular items and procedural votes.
