Liberty County shifts ARPA money toward law-enforcement vehicles, approves Hull Freshwater contract and purchases

The court voted to transfer $250,000 in obligated ARPA funds from the countywide radios project to the law-enforcement vehicles project, raising that project’s obligated total to $818,694.22. A subsequent transfer of $165,758.89 in unobligated ARPA funds from the City of Ames rehabilitation project increased the law-enforcement vehicles project total to $984,453.11. "We don't wanna lose any of the funding that we have available," the presiding speaker said during debate on the transfers.
The court also approved a memorandum of understanding authorizing the county purchasing department to use ARPA funds to buy vehicles designated for public-safety use and approved soliciting Invitation to Bid #2507 for law-enforcement vehicles, with staff reminding the court that ARPA purchases must follow federal guidelines in addition to state procurement rules.
Separately, the court approved a memorandum obligating $255.21 in ARPA funds toward the countywide radios project as stated in the meeting record; county staff are expected to confirm that dollar figure, which appears unusually small in context of the project.
On project awards, the court conditionally approved the county’s ARPA contract for Hull Freshwater District No. 1 in the amount of $988,000. County staff said the contract states Liberty County will be responsible for $800,000 of that amount; project representatives showed documentation that they had funds to cover their portion. The court approved conditional execution of the contract.
What happens next: Staff will proceed with solicitation for the law-enforcement vehicles and finalize required contract and funding paperwork. County staff or the auditor's office will need to confirm transcribed dollar amounts (notably the $255.21 figure) and provide final contract documents for public record.
