County to partner with First United Methodist Church and local coalition on EPA community-change grant

Maverick County commissioners authorized staff to negotiate a partnership agreement with First United Methodist Church and the Eagle Pass Border Coalition to act as lead applicant for an EPA community-change grant, staff said Tuesday.
Mister Reese described the partnership and presented a budget and project list that draws on the county and Eagle Pass's 2009 flood study, but said the application would be updated to emphasize natural-based and green-infrastructure solutions to fit the EPA program. "These grants could be up to $20,000,000 if we're awarded," he said. Staff said the grant timeline is tight and they hoped to submit before November because of uncertainty around funding after the upcoming election.
Commissioners discussed maps and project locations and asked to ensure projects reflect priorities across precincts, including areas outside Eagle Pass. Commissioner Blake and others emphasized the county should retain primary input and fiscal responsibility as fiscal agent if it acts as lead applicant. Staff said technical assistance from EPA for border communities strengthens the application because Maverick County and Eagle Pass are designated as underserved.
The court made a motion to authorize staff to work with the partners, refine the partnership agreement and budget, and execute the agreement subject to final terms. Commissioners signaled broad support and asked staff to return with detailed project lists and final fiscal‑agent terms.
