Commissioners vote to re-advertise electricity service after only one bid

Maverick County commissioners moved on Tuesday to re-advertise a solicitation for county electricity service after staff reported receiving just one bid from the incumbent provider Engie.
Mister Rodriguez told the court that only Engie submitted a response to the county's request for proposals and presented current and proposed contract rates. "We only received 1, which is, 1 response, which is Engie," he said. Staff noted the contract had expired in July 2024 and the county was operating month-to-month; proposed fixed rates under the presented terms were approximately 0.56056 for a 12-month term, versus about 0.54054 under the current arrangements.
Several commissioners expressed concern that accepting a single proposal would not produce the best possible savings for county operations and asked staff to re-advertise the solicitation and allow more time for vendors to respond. Commissioner (3) moved to re-advertise; the motion was seconded and approved by the court.
The court did not approve an award to Engie at the meeting; staff said re-solicitation would include at least 14 consecutive days of advertisement and target mid-November for a new closing date. The county did not state a formal timeline for the follow-up award; staff said the decision to re-advertise was within the court's discretion.
