Hartsville council approves first reading of donated-property ordinance, backs SCDOT roundabout and reallocates ARPA funds with scooter purchase

Hartsville City Council on Tuesday passed several measures affecting local parks, transportation and remaining American Rescue Plan Act funding.
The council gave first reading to Ordinance 4485, accepting a donated tract at the corner of South Street and East Washington Street (tax parcels 0570301038, 0570301099, 0570301102) for recreational use. City Manager (unnamed) told council the landowner wishes to donate the property to the city and staff will hold a special meeting next week to complete the conveyance. "We recommend moving forward with this as we think this might be a good opportunity for us to add some more recreation opportunities on this side of town," the manager said. Council approved first reading by voice vote; a subsequent meeting will consider final details.
The council also approved Resolution 12-24-01, authorizing a municipal-state highway project agreement with the South Carolina Department of Transportation for a proposed roundabout on Fourteenth Street and directing staff to provide a letter of support. The manager said SCDOT had completed its due diligence and requested the city’s endorsement; council approved the resolution by voice vote.
On allocation of the city’s remaining ARPA funds, City Manager presented a proposed distribution of approximately $190,000 in unallocated funds across several projects. The manager outlined adjustments including reducing a proposed gateway-signage allocation to $50,000, increasing Campbell Street paving from $30,000 to $45,000 (by combining two previously separate options), setting seasonal lighting and Christmas decorations at $62,052, and allocating $30,000 for second-story design work on the HPD building. The manager also proposed adding two ADA mobility scooters for downtown residents at a total of about $3,000 (including contingency and tax), saying, "I would purchase two of those things with contingency and tax included." Councilmembers clarified that paving would require competitive bids and the Manager said construction could begin around April after bidding.
Presiding official moved an amendment to Resolution 12-24-02 to add funding for the two ADA scooters and to adjust project amounts; the amendment passed and council approved the resolution as amended by voice vote.
Before discussing the ordinance related to donated property, the presiding official recused themselves because their business was involved in the matter and asked the member to step out for that item. Later in the meeting, council voted to enter executive session under South Carolina’s public-records/FOIA statute for discussion and negotiations incident to proposed purchase and donation of properties. The motion to enter executive session carried on a voice vote.
