Hardeeville council authorizes up to $2.25 million contract for parking, sidewalks; prioritizes recreation complex

Hardeeville's city council voted Dec. 12 to authorize the city manager to enter a contract for consolidated parking-lot and sidewalk work with a not-to-exceed value of $2,252,895, using a combination of American Rescue Plan Act (ARPA) funds and existing budgeted resources.
The action, approved by voice vote, implements Resolution 2024-12-12a and directs staff to prioritize work in this order: the Hardeeville Recreation Center parking (Phase 2); the Boyd Street sidewalk; improvements at the Richard Gray recreation complex; and the Public Works parking lot. The motion was made by an on-record councilmember and seconded; council approved the motion by voice vote.
Staff presented two bids, with APAC Atlantic the low bidder and Polivka International the higher bidder. Jody, the staff presenter, told the council "That would be a not to exceed total of 2.252895," and said bids were significantly higher than the estimates prepared a year earlier. She said the full scope to do everything at the recreation complex would total about $3,100,000 and that, because ARPA obligations must be contracted by Dec. 31, 2024, the city proposed obligating available ARPA and other funds now and returning later for additional funding or a budget amendment.
Council members sought details about ADA-compliant stalls to be added, construction timing and festival conflicts, contingencies for weather, and whether temporary gravel work could extend the life of the Public Works lot until more funds are available. Staff agreed to provide a precise count of additional ADA spaces and a project breakdown to match the council's prioritization and said the construction schedule anticipates roughly 30 weeks to complete the contracted work.
The approved authorization is explicitly limited to the not-to-exceed figure and the prioritization the council included in the motion; staff said they will negotiate final unit prices with the selected contractor and return to council for any additional funding beyond the approved amount. The resolution authorizes staff to begin work under the stated priorities and to use available ARPA funds to obligate the selected portions by the ARPA deadline.
Next steps: staff will provide the requested breakdown of what work can be completed within the authorized amount, finalize negotiations with APAC Atlantic, and issue a notice to proceed on the prioritized pieces of work.
