Oak Grove awards two‑year sludge removal contract to Midwest Injection for $147,500

Oak Grove's Board of Alderwomen voted Aug. 5 to enter a two‑year contract with Midwest Injection Inc. to dredge and land‑apply biosolids from the city's wastewater holding cells.
Corey, a wastewater staff member, told the board the city operates three holding cells at 1300 Northeast Third Street and that Holding Cell No. 2 holds an estimated 3,900,000 gallons (at max capacity) while Holding Cell No. 3 holds about 1,900,000 gallons. An RFP posted July 18 yielded Midwest Injection's low bid of $73,750 per year, $147,500 total for two years; staff recommended awarding the contract to Midwest Injection to remove about 2,500,000 gallons per year.
City Attorney Chris noted minor cross‑reference errors had been corrected in the agreement and clarified the payment schedule: “while the total contract amount is $147,500, it's gonna actually be paid out $73,750 in 2024 and $73,007.50 in 2025.” Chris also explained standard contract protections, including a labor and materials payment bond and a liquidated‑damages provision (for missed deadlines), required by state law to protect subcontractors and suppliers.
Board members asked whether methods differed between bidders; staff replied all bidders must follow Missouri Department of Natural Resources and EPA guidelines and that methods are comparable. After discussion, a motion to approve the agreement “substantially in the form presented” was made, seconded and approved by voice vote.
Staff said, if awarded, the contractor will begin dredging and land application later this fall after the farmer has removed crops. The contract was approved as presented and will be implemented under the clarified payment schedule and standard bonding provisions.
