Oak Grove alderwomen adopted several code updates Dec. 16 that revise building, noise and plumbing rules.
Justin summarized the building-code amendments after a 90-day public review period. Changes include updated language on construction docks and prohibited garage floor drains and adding radon mitigation provisions to the municipal code; staff said the revisions also move the city toward the International Codes for plumbing. Justin said he received limited formal comment from builders during the public comment window.
Separately, Matt presented proposed revisions to the noise ordinance. The changes would permit reasonable construction activities but restrict construction between 8 p.m. and 7 a.m. (or earlier/later when daylight rules are more restrictive). The revisions also clarify that residential use of power tools and lawnmowers would be governed by the city's general noise restrictions (11 p.m. to 7 a.m.). "So for just a residential homeowner doing minor projects, the no restrictions would be from 11PM to 7AM," Matt said.
Justin also explained amendments to Title 7 (sewage disposal and plumbing), clarifying which county or city departments handle permitting and inspections in different jurisdictions and updating backflow prevention language to align with the International Plumbing Code.
The Board completed second readings and adopted Bill 24-18 (building code amendments), Bill 24-26 (noise ordinance), and Bill 24-27 (sewage/plumbing updates); those bills became Ordinance Nos. 2,125, 2,126 and 2,127 respectively.
