Court reallocates remaining ARPA/LATCF funds to fix North Annex roof and expedites personnel-policy change for sheriff grants

Van Buren County’s Quorum Court voted to reassign remaining Local Assistance and Tribal Consistency Fund (LATCF) and American Rescue Plan Act (ARPA) dollars to pay for urgent maintenance at the Van Buren County North Annex and to clear remaining grant-account balances before the end of the year.
Sponsor Nikki Brown told the court the budget committee recommended spending all remaining LATCF and ARPA funds this calendar year to avoid audit complications and to apply excess funds toward repair of the North Annex roof above the Children’s Advocacy Alliance Center. Brown said the bid for the roof work referenced during discussion was about $31,000 and estimated available funds would likely cover roughly three-fourths of that cost; the remainder would come from maintenance funds.
The court adopted the ordinance with an emergency clause so the reallocation would take effect immediately and the work could proceed without rolling funds into the next fiscal year. The motion passed by roll call with unanimous recorded votes.
In the same meeting, the court adopted an emergency amendment to the county personnel policy, sponsored by Mary Phillips, adding a "grant provisions" subsection required for certain state or federal awards. The change explicitly allows the Van Buren County Sheriff’s Office to apply for selected enforcement grants and provides that officers performing selective traffic enforcement under such grants shall be reimbursed at a rate not to exceed time-and-a-half of their regular hourly rate. The emergency clause was used so the policy change would be in effect immediately to meet grant-application requirements.
County leaders asked the county clerk to update the handbook and post the changes to the county website. Implementation steps include applying remaining LATCF/ARPA funds to the roof project and confirming final bid and funding allocation.
