He said prior enabling legislation following a 2016 amendment to allow local governments and entities to participate in economic‑development projects had omitted a phrase that would explicitly include facilities for the sale of goods. HB 18‑85 re‑inserts that language so local governments and other entities have clear statutory authority to include such facilities in economic‑development projects.
