Representative David Hillman (District 13) told the committee that House Bill 18‑54 is primarily a codification of existing practice for the State Plant Board. Because two university divisions named in earlier statute have merged, the bill consolidates the nonvoting University of Arkansas representation into a single designee the vice president of agriculture may appoint. The bill also replaces a now‑defunct Feed Manufacturers Association seat with representation from the poultry/ feed manufacturers committee so the statutory membership reflects current participants.
Hillman said he had discussed the changes with plant board members, farmers and co‑ops and had not encountered opposition. After brief committee questions and no registered public testimony, the bill was moved and approved by voice vote.
