Committee approves 'poll watcher bill of rights' requiring training, badges and challenge rules

Representative Tony Furman (House District 82) told senators that House Bill 1457 would create an Arkansas poll-watcher bill of rights by defining who may serve as a poll watcher, directing the State Board of Election Commissioners to provide online, uniform training, requiring poll watchers to wear name badges, and simplifying the challenge process so that poll watchers may notify a poll worker to freeze challenge processing until a 'poll sheriff' can respond.
Furman described enforcement changes, including a provision that whoever violates a poll watcher’s rights or a poll watcher who violates a voter’s or election official’s rights would be guilty of a class A misdemeanor. He said the bill also streamlines the process for challenging a ballot by changing notification procedures to reduce confusion when 'poll sheriffs' are not immediately available.
The sponsor closed and asked for a good vote. The committee moved to pass the bill (motion by Senator Dodson; second by Senator Kroll) and approved it by voice vote.
