Representative Joshua Bryant, R-District 96, told the committee the bill closes a gap in current law that ties carryover eligibility to salaried offices. "It allows those candidates for those office to carry over" funds when offices provide compensation only by per diem, Bryant said.
Senator Cecile Bledsoe asked for concrete examples; Bryant cited county justices of the peace and school board members and said some city offices pay per diem rather than salary. After members had no further questions and no public testimony opposed the measure, Senator Bledsoe moved for passage and Senator Davis seconded. Chair Cesar announced the voice vote and said the bill passed.
The change affects local elected positions that traditionally do not receive an annual salary but are compensated for meetings or expenses. Committee members framed the bill as a technical fix to align the statute with how many local offices operate.
The committee took the action as part of a busy docket and moved on to FOIA-related bills scheduled later in the session.
