The Unidentified Chair opened the Senate State Agencies & Governmental Affairs organizational meeting and reviewed committee procedures before asking for a motion to adopt the rules. "I would entertain a motion for the adoption of the rules," the chair said, then announced, "I have a motion from Senator English, a second from Senator Bledsoe." The committee approved the rules by voice vote and the chair declared, "The ayes have it."
The chair highlighted consent-agenda practice and the committee's responsibility for placing bills on the regular agenda. He explained sponsors should notify the chair when they are ready to have a bill placed on the agenda and described the referred-items list the chair will use to build agendas. He specifically called out rule item 9, saying that "if a bill does not appear on the published agenda, it may not be considered by the committee unless there is an affirmative vote by 6 members of the committee to suspend the rules," a higher threshold than a simple majority for that specific action.
The chair also reviewed public-participation procedures: electronic sign-in sheets for each meeting will be posted with the agenda on the General Assembly website and physically in the committee room; appearing on a sign-in list does not guarantee the opportunity to speak due to time constraints. The chair asked members to follow standard masking and health guidance and to remove any trash they create so staff can prepare the room for subsequent meetings.
The meeting moved on after adoption of the rules; the chair thanked staff and members and closed the housekeeping portion of the session.
