Representative Jim Dodson told the committee HB 1217 would shorten Arkansas’s rolling rule-review cycle from four years to two and streamline the legislative council’s instructions. He described the bill as moving previously deleted language into a cleaner structure and shortening the overall renewal cycle to a 12-year rotation with one group of rules reviewed every two years.
Marty Garrity (Bureau of Legislative Research) described section 3 as an expedited repeal process for documents agencies had promulgated but which do not meet the APA definition of a rule (for example, personnel manuals or dress policies). Under the bill, an agency may request expedited repeal and legislative counsel would have final authority to repeal without going through the usual APA notice and rulemaking process.
Committee members asked questions and Dodson answered; the committee passed HB 1217 by voice vote.
