The City, County & Local Affairs Committee advanced a technical change to how cities repay misspent street‑fund revenue.
Representative Feit introduced House Bill 1031 as a targeted rewrite of the definition of "general revenue" so that restricted sources such as Act 833 funds and grants would not be counted toward the pool used to make repayments under the existing payment program. "We have redefined general revenue for the purpose of paying back misspent money," the presenter said, and also removed obsolete language from a 2007 statute.
No members of the public signed up to speak for or against the bill. After a brief period for questions and no registered testimony, a motion to advance the bill was made, seconded, and the committee voted in favor.
The committee’s action will send the bill forward per the normal legislative process.
