Committee advances bill requiring cities to publish codified ordinances

The Senate City, County & Local Affairs Committee on Feb. 14 advanced House Bill 1163, a transparency measure that sets a process for cities to publish codified ordinances and specifies what technical edits municipalities may make when codifying laws.
Senator Lee presented the bill on behalf of Representative Sarah Capp and said the Municipal League and press association support the change. "Basically, just a transparency bill," the sponsor told the committee, adding that cities would be required to keep three bound volumes of the codification at city hall for public inspection.
Committee members asked about outside support and whether the measure conflicted with other rules; the sponsor said stakeholders had worked together on the language. After a brief exchange the presenter closed and the committee approved the bill by voice vote.
The bill now proceeds for further consideration in the legislative process.
