Insurance department reports small enrollment gain and falling workers-comp premiums

Commissioner Alan Kerr briefed the committee on two short agency metrics. He reported effectuated marketplace enrollment at the start of plan year 2020 of about 63,060—an increase of roughly 850 from the prior year. Kerr said the department managed that increase with a fraction of its prior budget while keeping services in place.
Kerr also presented an annual workers' compensation report showing continued improvement in the state’s workers’ compensation market, including a notable 15% decrease in premiums last year. He attributed the decline to employer risk-management practices and said Arkansas remains highly competitive in workers’ compensation metrics nationally. No legislative action was taken on either report; the items were informational updates to the committee.
